A crime victim's decision to dismiss the domestic violence charge that had been lodged against her attacker did not constitute a failure to fully cooperate with authorities, where prosecutor favored dismissal contingent upon counseling and other conditions. The Ohio Court of Claims ruled the victim remains eligible for reparations under R.C. 2743.60(C). In re Smith (1997), 91 Ohio Misc.2d 145.
