              <p begin="00:00:06.00" end="00:00:10.20">People often hear the term “grand jury” and don’t know exactly what it means.</p>
              <p begin="00:00:10.30" end="00:00:18.00">Today, we’ll try to clear up some of that confusion. A grand jury is a group of citizens selected at random for jury service.</p>
              <p begin="00:00:18.10" end="00:00:23.30">They are given an oath by the common pleas judge, and then they are turned over to the prosecution.</p>
              <p begin="00:00:23.40" end="00:00:27.10">The prosecutor can use a grand jury in two different ways.</p>
              <p begin="00:00:27.20" end="00:00:31.10">One way is to hear evidence from State witnesses to determine whether</p>
              <p begin="00:00:31.20" end="00:00:35.90">there is probable cause to send the case to the next level—to indict.</p>
              <p begin="00:00:36.00" end="00:00:43.50">Secondly, since the grand jury is a secret process, the prosecutor can use the grand jury as an investigative tool—</p>
              <p begin="00:00:43.60" end="00:00:48.90">to bring witnesses before the jurors and force them to testify.  In this case, the target of the</p>
              <p begin="00:00:49.00" end="00:00:54.30">investigation may not even know that he or she is under investigation.  If, however,</p>
              <p begin="00:00:54.40" end="00:01:01.70">the grand jury hears enough evidence through the investigative process, the grand jury could issue a “secret” indictment.</p>
              <p begin="00:01:01.80" end="00:01:05.10">This is kept secret until the defendant is arrested.</p>
