<p begin="00:00:06.00" end="00:00:12.10">If a person is arrested for a felony, and an official legal felony complaint is filed in municipal court,</p>
<p begin="00:00:12.20" end="00:00:17.80">the defendant will be brought before a judge, or magistrate, at the earliest possible time.</p>
<p begin="00:00:17.90" end="00:00:22.90">This is called the “initial appearance.” The judge notifies the defendant</p>
<p begin="00:00:23.00" end="00:00:27.10">with what he or she is charged, and the possible range of penalties.</p>
<p begin="00:00:27.20" end="00:00:31.20">The judge also makes sure that the defendant can afford an attorney or,</p>
<p begin="00:00:31.30" end="00:00:35.40">if not, the court will appoint a public defender to represent the accused.</p>
<p begin="00:00:35.50" end="00:00:40.00">The judge also hears legal arguments about the amount of bond that should be set for</p>
<p begin="00:00:40.10" end="00:00:48.00">the defendant to post before being released from jail. The bond is the insurance that the defendant will reappear before the court.</p>
<p begin="00:00:48.10" end="00:00:51.90">The next step for a felony in municipal court is a preliminary hearing,</p>
<p begin="00:00:52.00" end="00:00:54.10">sometimes called a “probable cause” hearing.</p>
<p begin="00:00:54.20" end="00:01:02.20">That hearing is often scheduled by the judge, or he will ask the court’s assignment clerk to schedule it and notify the defendant.</p>
