              <p begin="00:00:06.00" end="00:00:12.40">What is an “arraignment?”  This is a term that we often hear, but not many people know exactly what it mean.</p>
              <p begin="00:00:12.50" end="00:00:19.90">An arraignment is a time when a criminal defendant appears before a judge, is told exactly what he or she is charged with,</p>
              <p begin="00:00:20.00" end="00:00:26.80">and the judge then asks the person to enter a plea.  The defendant may either say, “not guilty” (denying the charge),</p>
              <p begin="00:00:26.90" end="00:00:35.10">“guilty” (admitting the charge), or “no contest” (admitting the factual allegations are true, but not necessarily admitting guilt.)</p>
              <p begin="00:00:35.20" end="00:00:39.60">On a minor criminal offense, an arraignment will occur in municipal court.  </p>
              <p begin="00:00:39.70" end="00:00:48.10">On a serious case—a felony—the arraignment may be delayed for some time, until the case makes its way to the common pleas court.</p>
