<p begin="00:00:05.60" end="00:00:12.20">Every county in Ohio has an appellate court, and usually several counties are combined into a “district.”</p>
<p begin="00:00:12.30" end="00:00:17.30">So, sometimes, you will hear the appellate court referred to as the “district court of appeals.”</p>
<p begin="00:00:17.40" end="00:00:23.20">There are twelve districts in Ohio, and all but three are comprised of numerous counties.</p>
<p begin="00:00:23.30" end="00:00:30.80">Cuyahoga County, Hamilton County and Franklin County each have their own district made up of a single county.</p>
<p begin="00:00:30.90" end="00:00:34.60">The number of judges serving the district varies throughout the state,</p>
<p begin="00:00:34.70" end="00:00:40.20">but usually only three judges sit in a panel to determine the outcome of any case.</p>
<p begin="00:00:40.30" end="00:00:49.70">Although the appellate court has original jurisdiction of special kinds of cases, the bulk of its caseload is appeals from lower courts.</p>
<p begin="00:00:49.80" end="00:00:55.10">A district court of appeals must hear all appeals timely filed before it.</p>
<p begin="00:00:55.20" end="00:00:59.30">However, once beyond that level, appeals become discretionary.</p>
